NFPA 70E is the U.S. consensus standard that tells employers and workers how to protect people from the two big electrical hazards on the job — electric shock and arc flash. This guide explains what the standard is, who has to follow it, and what the current 2027 edition actually requires, in plain English.

NFPA 70E, Standard for Electrical Safety in the Workplace, is published by the National Fire Protection Association (NFPA). It gives employers a practical framework for protecting workers from electrical hazards — primarily shock and arc flash — during activities such as installation, operation, maintenance, and demolition of electrical equipment. The current edition is NFPA 70E 2027.
It is important to understand what NFPA 70E is not. It is not the National Electrical Code (that is NFPA 70, which governs how electrical systems are installed). NFPA 70E is about how people work safely around electrical systems. And on its own, NFPA 70E is a voluntary consensus standard — it becomes enforceable through the mechanism described next.
OSHA regulations (in particular 29 CFR 1910 Subpart S for general industry) are federal law and are what OSHA actually cites during an inspection. Those regulations require employers to protect workers from electrical hazards but are largely performance-based — they say what must be achieved, not always how. NFPA 70E fills that gap: it is the widely recognized industry method for how to comply. In practice, OSHA uses NFPA 70E as evidence of industry best practice, and employers who follow NFPA 70E are demonstrating the kind of program OSHA expects.
The short version: OSHA is the law and sets the duty to protect workers. NFPA 70E is the recognized roadmap for meeting that duty. Following NFPA 70E is how most employers show they are doing electrical safety the right way.

NFPA 70E applies to workers who are exposed to electrical hazards and to the employers responsible for them. That includes, among others:

Electric shock is the passage of current through the body from contact with an energized conductor or circuit part. Arc flash is the sudden release of heat and light energy when current arcs through the air between conductors or to ground — capable of producing intense heat, pressure, and molten-metal spray. NFPA 70E addresses both, but arc flash is what drives much of the PPE and boundary analysis in the standard because of how severe the thermal energy can be.
The foundational principle of NFPA 70E is simple to state: de-energize before you work. Wherever it is feasible, equipment should be placed in an electrically safe work condition before an employee works on or near it. Establishing that condition is a defined, verifiable process that generally includes identifying all sources, disconnecting, locking out/tagging out, verifying the absence of voltage with an adequately rated and tested instrument, and grounding where required.
Working on equipment while it is still energized is only permitted in narrow circumstances — for example, when de-energizing introduces additional or greater hazards, or is infeasible due to equipment design or operational limitations. When energized work is justified, an energized electrical work permit and the full set of protective measures come into play.
Before energized work, NFPA 70E requires a risk assessment that identifies hazards, estimates the likelihood and severity of harm, and determines protective measures. Crucially, the standard directs employers to apply the hierarchy of risk control methods — and to prefer higher-order controls over simply relying on PPE: elimination (de-energizing) first, then substitution, engineering controls, awareness, administrative controls, and only last, PPE.
The order matters: PPE is essential, but NFPA 70E is explicit that it sits at the bottom of the hierarchy. Eliminating the hazard by de-energizing is always the strongest control.

Where a shock or arc flash hazard remains after higher-order controls, workers must use appropriate PPE. For arc flash, that means arc-rated (AR) clothing and equipment selected to match the incident energy or the applicable PPE category for the task. Typical elements include arc-rated shirts, pants or coveralls, face shields or hoods, balaclavas, insulating and leather protectors for the hands, safety glasses, and hearing protection. For shock protection, rubber insulating gloves with leather protectors and insulated tools are central.
NFPA 70E provides two accepted methods for selecting arc flash PPE: the incident-energy analysis method and the arc flash PPE category method. An employer uses one or the other for a given task, not both at once, and the choice is documented in the electrical safety program.
NFPA 70E requires that employees exposed to electrical hazards be trained to understand those hazards and the safety-related work practices that apply to their jobs, and that qualified persons be trained to identify and avoid the specific hazards of the equipment they work on. Training must be documented, and workers must be retrained periodically and when conditions change — for example, when new equipment, procedures, or evidence of unsafe practice make it necessary.
A commonly cited retraining interval in NFPA 70E is not more than three years.
