Why the 2027 edition matters now

NFPA 70E is revised on a three-year cycle, and each edition is the benchmark that OSHA, insurers, and expert witnesses measure an electrical safety program against. The 2027 edition is not a wholesale rewrite — the hierarchy of controls, the qualified-person concept, and the shock and arc flash boundaries all carry forward. What changed is concentrated in how energized work gets authorized, staffed, and briefed. Those are precisely the moments where people get hurt, so the committee tightened them. The new additional-person requirement — 130.2(A)(2)

The single most operationally significant change is a new requirement at 130.2(A)(2): when an energized electrical work permit specifies shock or arc flash PPE, at least one additional person must be present. That person must meet the emergency-response training requirements of 110.4(C)(1) and be positioned outside the limited approach boundary or the arc flash boundary — whichever is greater.

Read that carefully, because the details are where programs go wrong. The additional person is a standby rescuer, not a helper. Their entire job is to act if something goes wrong: release a worker from contact with an energized part, initiate CPR, and summon emergency help. They cannot do that job if they are inside the boundary — because if the arc happens, they are now a second casualty instead of a rescuer.

The distinction that trips people up

Many facilities already staff a second person for critical switching — but that person usually stands at the next breaker as a participant. The 2027 additional person is different: trained to 110.4(C)(1), positioned outside the boundaries, and dedicated to rescue. A second set of hands inside the arc flash boundary does not satisfy the requirement.

What to put on the permit

An emergency response plan that exists before the work does

The additional-person rule quietly forces a bigger question: respond how, exactly? A trained standby rescuer with no plan is only half a control. For an energized task, the emergency response plan needs to be settled before anyone opens a panel:

In secured or remote facilities this is not a formality. Badge readers, mantraps, locked electrical rooms, and a control room that has to authorize entry can each cost minutes that a worker in cardiac arrest does not have. A plan worth the name answers those scenarios in advance, is briefed before the task, and is rehearsed the way you rehearse other emergencies.

Job briefings that protect the person, not just the process

Many operations already brief a job before they do it — walking the steps to protect the equipment or the load. The 2027 job-briefing expectation overlaps with that discipline but does not duplicate it: the point is to protect the person. A compliant briefing covers the hazards of the specific task at hand:

Management of change and the arc flash study

An arc flash label is a snapshot of the electrical system on the day the study was run. The energy on the label is only valid for the system as it was studied — and systems change constantly: breakers replaced, protective-device settings adjusted during commissioning, new sources paralleled, feeders added for higher loads. Any of those can change the available fault current or how fast a device clears a fault, and therefore the incident energy.

The 2027 edition expects the incident-energy analysis to be reviewed when the electrical system changes, not only on a fixed multi-year calendar. The practical fix is to wire one question into your existing change-management workflow: does this change affect available fault current, protective-device settings, or clearing times? If yes, the study — and the labels it produced — needs a look before crews rely on them.

Renumbering to catch in your paperwork

A few sections moved in 2027, and stale references will make otherwise-correct procedures look out of date:

Audit any document that cites a 130-series section by number, and confirm it still points where you think it does under the 2027 numbering.

What did not change

The fundamentals carry forward. The hierarchy of risk controls still puts establishing an electrically safe work condition first. Qualified persons still need both demonstrated skills on the equipment and safety training on the hazards. Shock protection still uses the limited and restricted approach boundaries. And the prohibited approach boundary is still gone — it was removed back in the 2015 edition, so any training or procedure that still references it has been out of date for years, not just since 2027. Is the additional person required for every energized task?

No — it is tied to the energized electrical work permit. When the permit specifies shock or arc flash PPE, 130.2(A)(2) requires the additional person. Tasks that do not require a permit do not trigger it, but the permit thresholds themselves are unchanged.
