How Often Is NFPA 70E Training Required?

The short answer: NFPA 70E requires retraining at intervals not to exceed three years — and sooner whenever one of four triggers fires: job tasks or equipment change, procedures change, an incident or near-miss occurs, or observed work practices show a deficiency. Three years is a ceiling, not a schedule. The three-year rule

NFPA 70E requires that workers exposed to electrical hazards receive retraining at intervals not to exceed three years. The phrasing matters. "Not to exceed" sets an outer limit — the standard does not say training is good for three years, and it does not treat the interval as a guarantee. An employer whose people were trained 35 months ago is inside the letter of the interval; whether that training still matches what those people now do is a separate question the standard also asks, through the triggers below.

The three-year ceiling applies to the people the standard is protecting: qualified persons who work on or near exposed energized conductors, and other workers whose jobs expose them to electrical hazards. A qualified person, in NFPA 70E terms, is someone who has demonstrated skills and knowledge related to the construction and operation of the equipment and has received safety training on the hazards involved — qualification is built from training plus task-specific demonstration, which is why retraining is tied to the person and their tasks rather than to a certificate alone.

A program that treats training frequency as purely a calendar item has quietly disabled half the rule. The first two share a number but not an object: retraining applies to workers; the program review audits the employer’s written electrical safety program itself. The third runs on a five-year cycle and on change: an arc flash label is a snapshot of the system as it was studied, so modifying the system — a breaker setting, an upstream transformer, available fault current — is expected to prompt a review of the incident-energy analysis without waiting for year five.
