01Why this service exists

After more than 50 classes a year, a pattern is impossible to miss: most companies sending people to NFPA 70E training don't have the written program the training is supposed to plug into. They have LOTO procedures, some PPE, maybe an arc flash study from a previous decade — but no Electrical Safety Program document that ties qualification, risk assessment, permits, PPE selection, auditing, and contractor coordination into one system with someone's name on it.

That gap matters three ways:

  • It's a compliance requirement, not a nice-to-have. NFPA 70E directs employers to implement and document an ESP as part of an overall occupational health and safety management system — and OSHA's first document request after an electrical incident is exactly this program. "We send people to training" is not a program.
  • Training without a program doesn't stick. A student leaves my class knowing what an energized work permit is. If their employer has no permit form, no approval chain, and no policy, that knowledge dies in the parking lot.
  • Small and mid-size employers are structurally underserved. Fortune 500 sites have corporate EHS departments to write this. The 40-person machine shop, the regional food plant, the rural water district, and the five-truck electrical contractor do not — and they carry the same legal duty.

Section 4.2 — Qualified Person Determination (excerpt)

4.2.1  No employee shall be assigned electrical work within the Limited Approach Boundary or the Arc Flash Boundary unless designated as a Qualified Person for that task class on the Qualification Matrix (Appendix B).

4.2.2  Designation requires all of the following, documented: (a) completion of NFPA 70E-based classroom training current within three years; (b) task-specific demonstration of skills — including voltage verification, boundary determination, and PPE selection — witnessed and signed by the Program Administrator; (c) equipment-specific familiarization for each equipment class listed on the Matrix.

4.2.3  A state electrical license, journeyman card, or years of experience shall not, by themselves, constitute qualification under this Program.

Section 7.1 — Energized Electrical Work Justification (excerpt)

7.1.1  All electrical work shall be performed in an electrically safe work condition established per Section 6, except where the employer demonstrates one of the justifications in 7.1.2, documented on the Energized Electrical Work Permit (Appendix D).

7.1.2  Permitted justifications are limited to: (a) de-energization introduces additional or increased hazards; (b) infeasibility due to equipment design or operational limitations, as defined by NFPA 70E. Production schedule, customer preference, inconvenience, and cost are not infeasibility and shall not be accepted on any permit.

7.1.3  Where a permit specifies electric shock or arc flash PPE, an additional person meeting the emergency response training requirements of Section 10 shall be stationed outside the greater of the Limited Approach or Arc Flash Boundary for the duration of the task. Tasks that cannot meet this staffing requirement shall be rescheduled. [2027 provision — trigger language verified against the published edition during development]

Appendix D — Energized Electrical Work Permit (structure)
  1. Description of circuit/equipment, location, and work to be performed
  2. Justification category (7.1.2) with supporting infeasibility determination
  3. Shock risk assessment: nominal voltage, limited/restricted approach boundaries, shock PPE
  4. Arc flash risk assessment: incident energy or PPE category, arc flash boundary, required arc-rated PPE
  5. Job safety plan reference and pre-job briefing record
  6. Additional-person assignment and emergency response verification
  7. Means of restricting unqualified persons from the work area
  8. Approvals: Qualified Person → Supervisor → Program Administrator (all three required)
