01What this is
NFPA 70E is not a list of rules. It is a sequence of gates, and almost every serious incident I have reviewed came from someone stepping past a gate rather than from someone not knowing a number. This walks the whole sequence — from “what am I about to do” all the way through re-energizing — and opens the requirements and citations as each gate resolves.
Use it two ways. On your own, work a real task through it and see where you cannot answer honestly; that gap is your finding. In a class, put it on the screen and let the room argue about the answer before you click.
Checked section by section against the 2027 edition in NFPA LiNK on 21 July 2026. Citations are given to section level — 120.6, 130.3, 110.4 — because that is the level that was verified. Sub-subsection letters are deliberately not used rather than guessed at.
The 2027 restructure is not cosmetic. The eight-step process for establishing an electrically safe work condition moved from 120.5 to 120.6. The energized electrical work permit is now its own section, 130.3, rather than a subsection of 130.2. Article 110 was reordered — training is now 110.4, the electrical safety program is 110.3, host and contract employer responsibilities are 110.5, test instruments are 110.6. There is no 130.6. Chapter 3 gained articles: photovoltaic systems are Article 380, batteries Article 360, dc hazards Article 310. If your written program cites 2024 paragraph numbers, every one of those cross-references needs updating.

You need to work on energized equipment. Walk the decision the standard expects — block by block.

03How I teach this in a room
- Stop on the hinge and make them commit. When “Can this work be performed de-energized?” comes up, do not click. Ask for a show of hands first. In most rooms the split itself is the lesson.
- Run the justification gate twice. Once with a real hazard-based justification, once with the honest “the schedule won't allow it” answer, so they see the tree stop cold. That red screen does more than a paragraph of policy.
- Do the normal-operating-condition checklist as a group. Ask them to check “properly maintained” for their own gear. The hesitation is the point.
- Walk the eight ESWC steps in order and count them out loud. People who have done this for twenty years still discover they have been running six.
