01Who enforces electrical safety in Hawaii
Hawaii is a full state-plan state. The Hawaii Occupational Safety and Health Division — HIOSH, part of the state Department of Labor and Industrial Relations (DLIR) — enforces workplace safety for both private-sector and state and local government employers, operating out of Honolulu. HIOSH adopts standards at least as effective as federal OSHA's, which in practice means the same electrical framework applies: the general industry electrical work practice rules (the 1910 Subpart S equivalents), electrical protective equipment, lockout/tagout, the electric power generation/transmission/distribution rules, and the construction electrical standards — with NFPA 70E as the recognized playbook for how to actually comply with the work-practice requirements.
But Hawaii's jurisdictional map has carve-outs that matter more here than in almost any other state. Federal OSHA — not HIOSH — retains enforcement over maritime employment (shipyard work, marine terminals, longshoring), private-sector employers inside the secured borders of military installations, federal employees, and contract operations on exclusive federal lands. In a state where the Pearl Harbor Naval Shipyard is the largest industrial employer, where nearly everything arrives by ship through Honolulu Harbor, and where military installations occupy a substantial share of Oahu, that's not a footnote — it means the same electrical contractor can be under HIOSH at a Waikiki hotel on Monday and under federal OSHA at Joint Base Pearl Harbor–Hickam on Tuesday. Your program has to work under both, and your supervisors should be able to say which one applies to today's job.
Three consequences of the HIOSH arrangement Hawaii employers routinely get wrong:
- Public-sector workers ARE covered here. Unlike federal-OSHA states such as Texas or Florida, HIOSH jurisdiction extends to the State of Hawaii, the counties, the DOE school system, and public agencies. A county wastewater electrician or a state harbors division maintenance worker has an enforceable safety standard behind them — and their employer can be cited. If you run EHS for a Hawaii public entity, HIOSH inspections are a real possibility, not a hypothetical.
- "70E isn't law" doesn't protect you. HIOSH, like federal OSHA, cites the electrical work-practice standards and uses NFPA 70E as evidence of what a reasonable employer would have done — including under the general duty provisions. When an incident occurs and your program doesn't hold up against 70E, that gap becomes the citation narrative.
- Jurisdiction seams are where programs fail. Contractors moving between HIOSH-covered private sites, federal-OSHA maritime work at the harbors, and military-installation work face three different enforcement postures for the same task. A single written, 70E-based electrical safety program that meets the most demanding case is far easier to run than three site-specific improvisations. 02Hawaii by the numbers
Hawaii's small workforce keeps its absolute fatality counts low — 16 in 2024, with counts between 15 and 29 across the past decade (BLS CFOI). Don't let the small numbers read as low risk. The national industry rates apply here in full: utilities (0.75 electrical deaths per 100,000 workers) and construction (0.73) run roughly seven times the all-occupation electrical fatality rate of 0.11, and electricians as an occupation sit at 2.89 per 100,000 (ESFI analysis of BLS data, 2011–2024). And Hawaii concentrates several of the highest-exposure settings — island utility grids, heavy construction, tree work under energized lines, and one of the largest per-capita populations of rooftop PV workers anywhere.
Two more national findings that should shape a Hawaii program:
- 70% of workplace electrical fatalities happen to non-electrical workers — laborers, roofers, landscapers, hotel maintenance generalists, equipment operators. Hawaii's economy is built on exactly those trades: resort engineering departments, grounds crews working under palm-height distribution lines, riggers and crane crews. If your 70E training only reaches your electricians, it's missing most of the people at risk.
- Isolation raises the stakes. On a neighbor island, the nearest burn center is a medevac flight away — Straub's burn unit is on Oahu. Incident-energy numbers that read as "survivable" on a mainland calc sheet carry different consequences when definitive care is 45 minutes of air transport out. That's an argument for engineering the hazard out — de-energize, remote rack, remote switch — that Hawaii employers should take more seriously than anyone.
BLS publishes Hawaii fatality counts by major event category; electricity deaths sit inside the "exposure to harmful substances or environments" category alongside heat and chemical exposures, and Hawaii's small annual counts mean electrocution-specific figures are often suppressed or lumped. 03Real Hawaii cases: what the record shows
Abstract risk doesn't change behavior — cases do. These are real Hawaii incidents, drawn from news coverage of events that triggered emergency response and regulatory attention. Each one maps to a specific NFPA 70E requirement that, followed, would likely have changed the outcome. I use cases like these in class because every one of them started as an ordinary work order on an ordinary day.
Two Hawaiian Electric workers seriously burned in substation arc flash
On November 6, 2022, two Hawaiian Electric employees — a 55-year-old and a 27-year-old — suffered serious electrical burns when an arc flash occurred on equipment they were working on at the Iwilei Substation in Honolulu. Both were hospitalized in serious condition. It was the utility's second arc flash event in a month: weeks earlier, three workers had been burned on an underground line job (next case). Two arc flash injury events in thirty days is not bad luck — it's a program signal.
substation work lives at the seam between utility rules and 70E, but the risk-management logic is identical: an arc flash risk assessment (130.5) done before the task, PPE selected for the actual incident energy (130.7), and — the part clusters like this expose — incident investigation feeding back into the program. When a second crew is burned within a month of the first, the question an enforcement officer asks is what the employer changed after event one. Three utility workers burned in arc flash on underground power line
On October 11, 2022, three Hawaiian Electric workers — ages 34, 36, and 56 — sustained first- and second-degree electrical burns in an arc flash while working on an underground power line near the Pensacola and Kamaile Street intersection in Makiki. All three were transported to the hospital, treated, and released; 56 customers briefly lost power. Underground residential and network distribution work — cable terminations, splices, switching in vaults and handholes — puts workers inside the arc flash boundary in confined quarters where there is nowhere to be but close.
for crews that touch both utility distribution and premises wiring — as most contractors supporting Hawaii's utilities do — the program must define which rule set governs which task, and the field answer can't be "whatever we usually do." Either way, the shock risk assessment (130.4) and arc flash risk assessment (130.5) come first, and the pre-job brief has to reflect the actual configuration in the vault that day, not the one on the drawing.

Contractor electrocuted holding a crane load line that contacted an overhead power line
On September 1, 2016, a 46-year-old contractor working at a residential construction site on Hailima Road in Lawai, Kauai, was electrocuted while holding a cable to guide a crane load when the equipment contacted an overhead power line. Bystanders performed CPR; he was pronounced dead at Wilcox Hospital. This is the single most common way American workers die from electricity — elevated equipment into overhead lines accounts for 49% of all U.S. workplace electrical fatalities — and the person killed is almost never the operator. It's the worker on the ground touching the load, the tagline, or the machine.
130.9 governs work near overhead lines — approach distances, and the planning duty to treat lines as energized until the utility confirms otherwise. On Kauai that means a call to KIUC before the crane arrives, not after. And note who died: not an electrician. The crew moving material was almost certainly outside anyone's "electrical safety training" population — the exact gap the 70% statistic describes.

70-year-old worker shocked at food company's Kapolei warehouse
On August 4, 2018, a 70-year-old employee at Ramar Foods International's Kapolei warehouse was electrocuted while working at the facility and hospitalized in serious condition. Coverage at the time noted it was the second worker electrocution on Oahu in under three months, during a period when DLIR was documenting a surge in serious workplace accidents. Food processing plants are classic hidden-electrical-risk environments: washdown areas, refrigeration equipment, aging panels, and maintenance done by generalists rather than licensed electricians.
Article 120 — establish an electrically safe work condition before work begins, and verify it with the eight-step process in 120.6, including test-before-touch on every conductor. Add 110.4's training requirement: in small-plant Hawaii, the person opening the panel is often not an electrician at all, and "qualified person" status requires documented training on the specific hazards and equipment — not seniority. The pattern across all four: not one of these was an exotic failure. Routine substation and vault work, twice in a month. A crane lift nobody cleared with the utility. A task in a warehouse on equipment nobody verified dead. The 2027 edition's changes — job safety planning, the additional-person requirement, tightened host/contractor duties — are aimed at exactly these ordinary moments. 04DCCA licensing and what it requires
Hawaii licenses electricians at the state level through the Board of Electricians and Plumbers under the Department of Commerce and Consumer Affairs (DCCA) Professional and Vocational Licensing Division. Classifications include journeyman electrician (EJ), journeyman industrial electrician (EJI), journeyman specialty (EJS), supervising electrician (ES), supervising industrial (ESI), supervising specialty (ESS), and maintenance electrician (EM). Licenses renew on a statewide three-year cycle (the current period runs through June 30, 2026). Two facts matter for your electrical safety program:

The licensing gap is the single most misunderstood point I encounter in class. A DCCA license certifies competence in installation per the NEC. HIOSH's "qualified person" concept — and 70E's — requires demonstrated training on the hazards of the specific tasks and equipment: shock hazards, arc flash hazards, boundaries, PPE, and the skills to distinguish live parts and verify de-energization. A supervising electrician's license does not by itself make someone a qualified person under 70E, and employers who assume it does are building their defense on the wrong document.
05Industry by industry: where 70E does the work in Hawaii
Resorts and hotel engineering (Waikiki, Maui, Kohala Coast)
Tourism is Hawaii's largest private industry, and every major resort is a small industrial plant wearing a lobby: central chiller plants, medium-voltage services at the larger properties, emergency generators, commercial kitchens, laundries, and — everywhere — water. Pools, spas, fountains, irrigation, salt air, and washdowns make wet-location shock protection a daily concern, and hotel engineering departments run lean: one or two engineers on the overnight shift covering everything from a tripped feeder to a flooded vault. That's precisely where the 2027 additional-person requirement bites — a lone night engineer cannot lawfully execute an energized work permit that specifies PPE. The other structural issue is scope: most resort maintenance staff are generalists, squarely inside the 70% of electrical fatality victims who aren't electricians. Military and federal work (Pearl Harbor and the bases)
Pearl Harbor Naval Shipyard is the state's largest industrial employer, and Oahu's bases support a deep bench of private electrical, mechanical, and shipyard-support contractors. Jurisdiction is the trap: work inside the secured borders of a military installation falls under federal OSHA, not HIOSH, and shipyard employment triggers the maritime standards on top of everything else. Contractually, it gets stricter — Navy and Corps of Engineers contracts commonly impose EM 385-1-1 and facility-specific electrical safety requirements that assume a functioning 70E program as the baseline. If your crews badge onto federal property, your host/contract employer documentation (110.5) and your energized work permit discipline (130.3) will be examined by people who read programs for a living. Build to the strictest site you serve.
Utilities: island grids with no neighbors (HECO companies, KIUC)
Hawaiian Electric serves Oahu, Maui County, and Hawaii Island through separate island grids; Kauai is served by the KIUC cooperative. None of them interconnect to anything. No neighboring utility picks up load, no mutual-aid crew drives in — which makes switching decisions heavier, restoration pressure sharper, and de-energization requests harder to win than on the mainland. Rooftop solar and battery storage (statewide)

That means more workers per capita touching PV conductors here than anywhere in the country, most employed by small contractors. The physics is unforgiving: PV source circuits cannot be switched off while the sun is up, so "de-energize first" has hard limits, and paired battery systems hold stored energy that lockout/tagout alone doesn't control. Ports, maritime, and logistics (Honolulu Harbor and the interisland system)
Nearly everything Hawaii consumes crosses a dock, and the harbor system — container terminals, interisland barges, drydocks — runs on cranes, reefer outlets, shore power, and vessel electrical systems. Remember the jurisdictional carve-out: shipyard employment, marine terminals, and longshoring fall under federal OSHA's maritime standards, not HIOSH, even though the pier sits in Honolulu. Shipboard and terminal electrical work adds dc systems, generator paralleling, and corroded gear that fails ugly. Crane-versus-line and crane-versus-crane electrical clearances follow the same 130.9 logic as the Kauai case above. If your company works both the harbor and the town, write the program to cover both regimes explicitly.
Public sector (state, counties, DOE schools)
Here Hawaii is the mirror image of the federal-OSHA states: HIOSH covers public employees. State agencies, all four counties, the school system, and public utilities boards can be inspected and cited like any private employer. That's leverage — a public-sector safety manager in Hawaii can point to enforceable law, not just policy, when budgeting for training and equipment. The gap to watch is the same one as everywhere: aging facilities, generalist maintenance staff, and institutional assumptions that a licensed contractor handles "the dangerous stuff." Map who actually opens panels in your buildings, then train to that reality.

06How the 2027 edition lands in Hawaii
Every change in the 2027 Implementation Guide applies here, but four hit Hawaii employers with particular force:
- The additional-person requirement lands hardest on lean island staffing: the lone overnight resort engineer, the two-person neighbor-island utility crew, the solo PV troubleshooter on a Maui rooftop. If an energized work permit specifies PPE, a second person is part of the plan — which on an island may mean rescheduling the task, not just calling someone in.
- Host/contract employer coordination — Hawaii work is contractor work: resorts outsource electrical, the military bases run on contractors, the utilities lean on line and civil contractors. The 2027 edition tightens the two-way documentation duty in 110.5. If you can't produce the hazard information exchange in writing, you don't have one.
- The new solar article (380) — no state has more PV workers per capita. Article 380, with 360 (batteries) and 310 (dc), gives Hawaii's solar and storage workforce its first purpose-built work-practice framework. 07Hawaii employer compliance checklist
- Map every worksite to its enforcement regime — HIOSH, federal OSHA maritime, or federal OSHA on military installations — and write the program to the strictest one you touch
- Put your written Electrical Safety Program against the 2027 edition — or if you don't have one, build one now
- Separate "DCCA licensed" from "70E qualified" in your training matrix — verify every worker who interacts with energized equipment has documented, task-specific qualification
