NFPA 70E Compliance in Iowa

Who enforces electrical safety in Iowa, what the state's own OSHA plan actually cites, what happened in real Iowa electrocution and arc flash cases, what your electricians' licenses require — and how the 2027 edition lands in grain handling, meatpacking, wind, data centers, and manufacturing.

01Who enforces electrical safety in Iowa

Iowa is a full state-plan state. Workplace safety is enforced by Iowa OSHA — the state's occupational safety and health program, operated by the Labor Services division of the Iowa Department of Inspections, Appeals & Licensing (DIAL) in Des Moines. (Labor Services sat under Iowa Workforce Development until the state's 2023 government realignment moved it into DIAL; older citations and guidance still carry the IWD letterhead.) The plan received initial federal approval in 1973 and final approval in 1985, and it covers both private-sector employers and state and local government employers. Federal employees, maritime work, and a few narrow niches — including bridge construction spanning the Mississippi and Missouri rivers — stay with federal OSHA.

For electrical safety the standards look familiar: Iowa adopts the federal rules by reference — 29 CFR 1910 Subpart S (1910.331–.335), 1910.137 (electrical protective equipment), 1910.147 (lockout/tagout), 1910.269 (electric power generation, transmission, and distribution), and 1926 Subpart K for construction. NFPA 70E remains what it is everywhere: the recognized method of compliance for electrical safe work practices, and the yardstick Iowa OSHA and litigants hold your program against after an incident.

Three consequences of the Iowa OSHA arrangement that Iowa employers routinely get wrong:

  • "70E isn't law" doesn't protect you. Iowa OSHA cites the same electrical work practice standards federal OSHA does, and Iowa's occupational safety and health act carries its own general duty obligation. The Sibley arc flash case in Section 3 is the pattern in miniature: after the incident, the state's citation narrative was that workers had no arc flash training and no arc-rated PPE — exactly the gaps a 70E-based program exists to close.
  • Public-sector workers ARE covered — the opposite of federal-OSHA states like Texas. Because Iowa runs a full state plan, employees of Iowa cities, counties, school districts, and state agencies fall under Iowa OSHA enforcement — and that includes Iowa's unusually large fleet of municipal electric utilities. Two of the cases below involve town-owned utilities. If you run safety for a city light plant, a county secondary roads department, or a school district, Iowa OSHA can inspect you and cite you; a written, 70E-based electrical safety program is not optional housekeeping.
  • The farm exemption does not extend to the elevator. Small family farms with ten or fewer employees sit largely outside OSHA enforcement — a fact everyone in Iowa agriculture knows. What gets missed is where the exemption ends: co-op elevators, feed mills, ethanol plants, grain processors, and ag-service contractors are covered employers, and grain handling is one of Iowa OSHA's signature enforcement emphases. Crews who move between exempt farms and covered facilities bring farm habits — portable augers under power lines, "it'll only take a second" energized work — into workplaces where those habits are citable.

Iowa's overall fatality rate — 5.2 per 100,000 full-time workers in 2024 — runs well above the national average, and the mix explains why: agriculture, grain handling, manufacturing, and construction are all overrepresented, and every one of them puts workers near energized equipment daily. Nationally, the utility industry (0.75 deaths per 100,000 workers) and construction (0.73) have electrical fatality rates roughly seven times the all-occupation rate of 0.11 — and electricians as an occupation sit at 2.89 per 100,000, twenty-six times the average worker's risk (ESFI analysis of BLS data, 2011–2024).

Two more national findings that should shape an Iowa program:

  • 70% of workplace electrical fatalities happen to non-electrical workers — laborers, roofers, grain handlers, concrete crews, equipment operators. Every Iowa case in the next section that involves an injury to a non-electrician proves the point. If your 70E training only reaches your electricians, it's missing most of the people who die from electricity.
  • Hispanic and Latino workers carry a disproportionate share of electrical fatalities (0.18 per 100,000 vs. 0.10 for white non-Hispanic workers, per ESFI). Iowa's meatpacking and food processing workforce is one of the most linguistically diverse in the Midwest — Spanish, plus the refugee and immigrant languages of Waterloo, Storm Lake, and Marshalltown. If your training isn't delivered in the languages your crews actually speak, it isn't delivered.

03Real Iowa cases: what the citations say

Abstract risk doesn't change behavior — cases do. These are real Iowa incidents, drawn from Iowa OSHA enforcement records and news coverage. Each one maps to a specific NFPA 70E requirement that, followed, would likely have changed the outcome. I use cases like these in class because every one of them started as an ordinary work order on an ordinary day.

Iowa City September 2024 Fatality Telecom

Telecom maintenance worker electrocuted during a house relocation

On September 11, 2024, a maintenance department employee of ImOn Communications, a Cedar Rapids-based internet and cable provider, was electrocuted while working along Herbert Hoover Highway on the east edge of Iowa City during a house relocation — the kind of oversized move that requires utility and communications crews to lift or detach aerial lines along the route. He was pronounced dead at the hospital. House moves put communications workers — who often think of their plant as "low voltage" — within feet of energized primary conductors, under schedule pressure, in a one-off task no standard procedure quite covers.

this is Article 130's overhead-line requirements (130.9) and the job safety planning discipline the 2027 edition doubles down on: a non-routine task near energized conductors demands a specific plan, defined boundaries, and a qualified-person determination before anyone leaves the yard. Telecom and cable crews are a classic "not my hazard" population — their employer's electrical safety program is often the thinnest in the utility corridor, and this is what that gap costs.

State Center August 2023 Fatality Municipal utility

Municipal utility worker electrocuted on the job — State Center Electrical Utilities

In August 2023, a 13-year employee of State Center Electrical Utilities — the town-owned electric utility in Marshall County — was electrocuted while working, leaving behind a family the community rallied to support. Utility line work falls under 29 CFR 1910.269 rather than 70E's core scope, but small municipal utilities are exactly where the two worlds blur: a crew of a few people handles everything from distribution primaries to shop wiring and streetlight circuits, often without the engineering support, written switching procedures, or second sets of eyes a large investor-owned utility takes for granted.

if your crew touches both sides of the service point — as every small municipal utility crew does — your program must define which rule set applies to which task, and your workers must be able to answer that question in the field. And note the jurisdiction: because Iowa is a state-plan state, this public employer is subject to Iowa OSHA enforcement — the opposite of the coverage gap in federal-OSHA states. Cedar Rapids May 2021 Cardiac arrest — resuscitated Non-electrical worker

Roof worker shocked into cardiac arrest when sheet metal contacted a power line

A worker in his twenties doing roof work at a farm-supply store on 16th Avenue SW in Cedar Rapids went into cardiac arrest on May 4, 2021, when a piece of sheet metal he was handling contacted a power line. First responders restarted his heart with a defibrillator on scene. He survived — which makes this the rarest kind of case in this file, and the most useful one for training: the sequence (conductive material, overhead line, worker who never thought of himself as doing electrical work) is identical to dozens of fatal ones.

Article 130's approach boundaries for overhead conductors and Article 130.8's precautions for conductive materials — long objects like sheet metal, conduit, and ladders effectively extend the worker's reach into the boundary. The deeper lesson is scope: roofers, siders, and gutter crews are almost never inside anyone's "electrical safety training" population, yet overhead-line contact is the single largest killer in workplace electrical safety — 49% of all U.S. electrical fatalities.

Cedar Rapids April 2019 Serious injury — airlifted Host/contractor

Contract concrete worker contacts overhead lines inside ADM corn processing plant

On April 12, 2019, a 58-year-old employee of Knutson Construction performing concrete work at ADM's corn processing facility on Waconia Drive SW in Cedar Rapids made contact with overhead power lines and was airlifted to University of Iowa Hospitals with electrical shock injuries. A contractor, a host facility, a non-electrical trade, and energized overhead conductors inside the plant fence — this is the multi-employer scenario Iowa's grain processing corridor produces every day, and it's the exact configuration the 2027 edition's host/contract employer provisions are aimed at.

Article 110.5's two-way information exchange: the host employer knows where its energized conductors are; the contract employer knows what its crew will be doing and with what equipment. If that exchange doesn't happen — in writing, before mobilization — the concrete crew finds the line the hard way. Under the 2027 edition, documentation of this coordination is tighter still. If you're a host facility in Iowa's ag-processing sector, this case is your tabletop exercise.

Arc flash during transformer switching burns five — Iowa OSHA cites three employers

Workers switching power lines over to a new transformer at the Timewell tile plant in Sibley triggered an arc flash explosion that hospitalized five men with burns — two plant employees and three from electrical contractor Current Electric. Iowa OSHA's investigation reached a conclusion that belongs on the wall of every maintenance shop in the state: employees did not receive training regarding the hazards of arc flash and were not wearing appropriate personal protective equipment. The state issued citations to all three employers involved — the City of Sibley's electric department, Timewell, and Current Electric.

this is the whole standard in one incident: 130.5's arc flash risk assessment, 130.7's PPE selection, 110.4's training requirement, and the multi-employer coordination duties of Article 110 — a municipal utility, a manufacturer, and a contractor all sharing one energized task with nobody owning the hazard analysis. That three separate employers were cited is the point: in a shared arc flash event, everybody's program is on trial. The pattern across all five: not one of these was an exotic failure. A one-off task near overhead lines nobody planned for. A small-town utility crew doing what it always does. Sheet metal on a roof. A concrete pour inside a plant fence. A transformer cutover with no arc flash assessment. The 2027 edition's changes — job safety planning, the additional-person requirement, tightened host/contractor duties — are aimed at exactly these ordinary moments.

04State licensing and what it requires

Iowa licenses electricians at the state level through the Electrical Examining Board, housed — like Iowa OSHA — in the Department of Inspections, Appeals & Licensing (DIAL). Statewide licensing has been in place since Iowa Code chapter 103 took effect in 2008, with Class A and Class B journeyman and master classifications plus residential, special electrician, and apprentice registrations. Two facts matter for your electrical safety program:

The licensing gap is the single most misunderstood point I encounter in Iowa classes. An Electrical Examining Board license certifies competence in installation per the NEC. Iowa OSHA's "qualified person" concept — and 70E's — requires demonstrated training on the hazards of the specific tasks and equipment: shock hazards, arc flash hazards, boundaries, PPE, and the skills to distinguish live parts and verify de-energization. A master electrician's license does not make someone a qualified person under 70E, and the Sibley citations — issued in part against a licensed electrical contractor's crew — show Iowa OSHA drawing exactly that distinction.

05Industry by industry: where 70E does the work in Iowa

Grain handling, ethanol, and ag processing (statewide)

Iowa leads the nation in corn production and ethanol output, with dozens of ethanol plants, wet and dry corn mills in Cedar Rapids, Clinton, and Eddyville, and co-op elevators at every rail crossing. Electrically, these sites are defined by three things: combustible dust, which turns portions of the facility into Class II hazardous locations where an arc is an ignition source and not just a burn hazard; motors, MCCs, and bucket-elevator drives maintained in dusty, corrosive conditions that degrade enclosures and multiply fault risk; and seasonal urgency — harvest doesn't wait, and "fix it hot, the trucks are lined up" is the sentence that precedes incidents. The ADM case above adds the fourth defining feature: contractors working inside operating plants, where Article 110.5's host/contract information exchange carries most of the compliance weight. Meatpacking and food processing (Waterloo, Storm Lake, Marshalltown, Sioux City, Postville)

Iowa's packing plants — Tyson in Waterloo and Storm Lake, JBS in Marshalltown, Seaboard Triumph in Sioux City, Agri Star in Postville — run production around the clock with a sanitation shift overnight. That combination is an electrical safety stress test: washdown environments put water against energized equipment nightly and corrode everything; ammonia refrigeration adds its own hazardous-location seams; and the overnight sanitation and maintenance crews are lean, contractor-heavy, and linguistically diverse. The 2027 additional-person requirement lands hard on a two-person night maintenance crew, and training that isn't delivered in your workers' languages isn't training. Wind energy (statewide)

Iowa generates a larger share of its electricity from wind than any other state — well over half of net generation — with MidAmerican Energy and Alliant Energy fleets spread across hundreds of rural townships. The work profile is the hardest one in the standard: technicians working up-tower and alone, on equipment mixing 690V collection, medium-voltage padmounts, and increasingly battery storage, sometimes forty minutes from the next crew. The 2027 edition's additional-person requirement changes remote O&M staffing math outright — a lone tech on an energized task that requires a permit specifying PPE is no longer a compliant plan — and the new solar article plus Article 360 (batteries) reach the hybrid sites now coming online. Data centers (Council Bluffs, West Des Moines, Altoona)

Google's Council Bluffs campus is one of its largest anywhere, Microsoft has built out multiple campuses in the Des Moines metro, and Meta's Altoona site keeps expanding — collectively billions of dollars of critical power infrastructure, much of it still in the construction-to-commissioning phase where 1926 Subpart K hands off to 1910 Subpart S and contractors work around progressively energized switchgear. Steady-state, the risk template is the same one that killed a contractor at a Texas facility in 2024: inspection and testing on UPS and distribution gear under uptime pressure, on equipment nobody wanted to de-energize. Manufacturing (Waterloo, Quad Cities, Dubuque, Pella, Forest City, Cedar Rapids)

John Deere's Waterloo, Dubuque, Davenport, and Ankeny works anchor one of the Midwest's densest manufacturing corridors, alongside Winnebago in Forest City, Vermeer and Pella Corp in Pella, and Collins Aerospace in Cedar Rapids. The 70E picture is classic heavy industry: aging MCCs and distribution gear, lean maintenance staffing, and night shifts — the exact conditions where the 2027 additional-person rule meets its hardest test. A one-electrician night shift cannot lawfully execute an energized work permit that specifies PPE. Your options are re-engineering the task, rescheduling it, or restaffing the shift — and that decision belongs in your program now, not at 2 a.m. in front of a down line.

Public sector and municipal utilities (statewide)

As covered in Section 1: Iowa OSHA's jurisdiction includes cities, counties, school districts, state agencies — and Iowa's more than one hundred municipal electric utilities, one of the largest fleets in the country. Two of the five cases above involve town utilities. Public employers here don't get the enforcement-free pass their counterparts in federal-OSHA states do, and small-town crews doing big-utility work with small-town resources need the structure of a written, 70E-based program more than anyone. 06How the 2027 edition lands in Iowa

Every change in the 2027 Implementation Guide applies here, but four hit Iowa employers with particular force:

  • The additional-person requirement multiplies across Iowa's remote wind fleet, lean night-shift packing and manufacturing plants, and two-person municipal utility crews. Staffing plans, not just permits, have to change.
  • Host/contract employer coordination — grain processors, packing plants, and data center campuses all run on contractors. The ADM and Sibley cases show the failure mode; the 2027 edition tightens the documentation duty. If you can't produce the two-way hazard information exchange in writing, you don't have one.
  • The new solar article — utility-scale solar is layering onto Iowa's wind-dominated grid, and hybrid wind-solar-storage sites put the same technicians under Article 380, Article 360, and Article 310 in a single shift.

07Iowa employer compliance checklist

  • Confirm your Iowa OSHA coverage posture — including public entities, which are fully covered — and whether any operations touch 1910.269 utility work or grain-handling standards
  • Put your written Electrical Safety Program against the 2027 edition — or if you don't have one, build one now
  • Separate "state licensed" from "70E qualified" in your training matrix — verify every worker who interacts with energized equipment has documented, task-specific qualification
  • Extend awareness-level training to non-electrical workers: grain handlers, sanitation crews, concrete and roofing trades, and anyone moving augers, ladders, or sheet metal near overhead lines
  • Deliver training in the languages your crews actually speak — in Iowa's processing plants that's a program requirement, not an accommodation
  • Audit host/contract employer documentation at every site where contractors touch electrical equipment or work near your conductors — two-way, in writing
  • Model the additional-person requirement against your actual shift rosters, wind O&M territories, and small-utility crews before the 2027 adoption date
  • For municipal utilities and public entities: Iowa OSHA can and does inspect you — fund the program like it
