Who enforces electrical safety in Maryland, how MOSH differs from federal OSHA, what happened in real Maryland electrocution cases, what the state's new electrician licensing structure requires — and how the 2027 edition lands in the state's biggest industries.
01Who enforces electrical safety in Maryland
Maryland is a full state-plan state. Workplace safety enforcement belongs to Maryland Occupational Safety and Health (MOSH), a unit of the Division of Labor and Industry inside the Maryland Department of Labor. MOSH covers essentially all private-sector workplaces in the state and state and local government employers — cities, counties, school districts, and state agencies included. MOSH adopts the federal OSHA standards by incorporation — 29 CFR 1910 Subpart S (1910.331–.335), 1910.137 (electrical protective equipment), 1910.147 (lockout/tagout), 1910.269 (electric power generation, transmission, and distribution), and 1926 Subpart K for construction — with NFPA 70E as the recognized method of compliance for safe electrical work practices. On top of the federal baseline, Maryland maintains its own state-specific standards in areas the federal rules leave thin, including a dedicated tree care and removal standard — directly relevant to electrical safety, since line-clearance and tree work near conductors is a recurring killer.
Three Maryland-specific realities that shape how enforcement actually reaches your site:
- MOSH covers public employees — the opposite of the federal-state gap. A county school district electrician or a municipal water plant maintenance tech in Maryland has the same enforceable protections as a private-sector worker. If you run EHS for a Maryland public entity, MOSH can and does inspect you, and your electrical safety program will be measured against the same Subpart S / 70E yardstick as any contractor's.
- Federal OSHA keeps significant jurisdiction inside Maryland's borders. Maritime employment — shipyard work and longshoring at the Port of Baltimore — stays federal, as do military bases, federal employers themselves, and private-sector work on federal properties and contractor-operated federal sites (federal OSHA reaffirmed this level-of-enforcement split in 2026). With NIH, NSA/Fort Meade, Aberdeen Proving Ground, Joint Base Andrews, and the port all in-state, plenty of Maryland employers run crews under both agencies in the same week. Your program has to say which sites answer to which agency.
- "70E isn't law" doesn't protect you here either. MOSH cites the electrical work practice standards and uses NFPA 70E as evidence of what a reasonable employer would have done — including under the general duty framework. MOSH has also run a local emphasis program specifically targeting electrocution hazards in construction, which tells you exactly where its compliance officers have been trained to look: overhead line exposure, missing GFCI protection, and energized work without controls.
02Maryland by the numbers
Maryland's fatality count is modest next to the giant states, but the electrical exposure profile is not: construction, utilities, and trade/transportation dominate the state's fatal-injury table, and two of those three carry electrical fatality rates far above average. Nationally, the utility industry (0.75 deaths per 100,000 workers) and construction (0.73) have electrical fatality rates roughly seven times the all-occupation rate of 0.11 — and electricians as an occupation sit at 2.89 per 100,000, twenty-six times the average worker's risk (ESFI analysis of BLS data, 2011–2024).
Two more national findings that should shape a Maryland program:
- 70% of workplace electrical fatalities happen to non-electrical workers — roofers, siding crews, telecom techs, grounds crews, equipment operators. Three of the four Maryland cases below killed exactly those workers, not electricians. If your 70E training only reaches your electricians, it's missing most of the people who die from electricity.
- Hispanic and Latino workers carry a disproportionate share of electrical fatalities (0.18 per 100,000 vs. 0.10 for white non-Hispanic workers, per ESFI). Maryland's construction and roofing workforce — especially in the D.C. suburbs — draws heavily on immigrant crews. If your training isn't delivered effectively in Spanish, it isn't delivered.
BLS publishes Maryland fatality counts by major event category; "exposure to harmful substances or environments" (19 Maryland deaths in 2023, the state's second-leading cause) includes electricity along with heat, drugs, and chemical exposures. 03Real Maryland cases: what the investigations say
Abstract risk doesn't change behavior — cases do. These are real Maryland incidents drawn from MOSH investigation coverage and news reports. Each one maps to a specific NFPA 70E requirement that, followed, would likely have changed the outcome. I use cases like these in class because every one of them started as an ordinary work order on an ordinary day.
Contractor electrocuted during electrical control upgrade at Eastern Correctional Institution
Two contractor employees working for General Electric were performing electrical control system upgrade work at the Eastern Correctional Institution in Westover when one was fatally shocked; his coworker was hospitalized in Salisbury. MOSH investigated. The setting matters: a state prison, a major national contractor, and planned upgrade work on control equipment — not an emergency, not improvisation. Upgrade and commissioning work on existing systems is precisely where "we thought that section was dead" happens.
this is Article 120 — establish and verify an electrically safe work condition, conductor by conductor, before upgrade work begins — plus Article 110's host and contract employer information exchange: the state facility knew its distribution; the contractor knew its task; someone had to put those two pictures together in writing. And note the jurisdiction: because Maryland is a state-plan state, a state correctional facility is fully inside MOSH's reach — the host employer's obligations here are enforceable, not aspirational. Siding installer electrocuted on scaffolding at a new-home construction site
A construction worker in his thirties died after making contact with an electrical line while installing siding from scaffolding at a home under construction on Annapolis Road in Odenton. Resuscitation attempts failed; MOSH opened an investigation. A siding crew is nobody's idea of an "electrical workforce" — which is exactly the point. Metal-clad scaffolding, long pieces of conductive material, and energized service conductors share the same few feet of air on thousands of Maryland residential jobs every day.
Article 130's approach boundaries for overhead conductors and the definition of an unqualified person. A worker who cannot state the limited approach boundary for the service drop above his scaffold has no business erecting scaffold under it — and the employer duty is to plan the work so the question never gets tested. MOSH's construction electrocution emphasis program was written for sites like this one. Telecom worker electrocuted when bucket truck contacted a BGE power line
A 39-year-old Verizon worker died on Ashton Road in Montgomery County when the elevated bucket he was working from made contact with a Baltimore Gas and Electric power line. He was pronounced dead at the scene. Communications workers live their whole careers a few feet below energized distribution — on joint-use poles, the phone and cable space sits directly beneath the power space, and every aerial lift move is a live approach-distance problem.
Article 130's overhead line provisions — approach boundaries, and the planning duty that goes with elevated equipment near energized conductors. Telecom aerial work also sits on a rule-set seam: qualified line-clearance work runs under 1910.269, while everything else near those conductors runs under the general electrical work practice rules 70E implements. A crew that can't say which side of that line today's task falls on hasn't finished the job briefing. Overhead contact is 49% of U.S. electrical fatalities; this is the single scenario your program most needs to rehearse.

Two roofing workers killed when their ladder work brought them into Pepco lines at a church
Two roofing workers — cousins working the same crew — died at the First Baptist Church of Camp Springs on Allentown Road in Temple Hills after coming into contact with adjacent Pepco power lines while setting a ladder for roof access. Pepco crews responded; county police and occupational safety investigators followed. A ladder, a roof edge, and a distribution line: the setup is so common it barely registers as a hazard until the geometry closes.
Article 130's limited approach boundary for unqualified persons near overhead conductors, and the pre-job planning that keeps conductive ladders out of that envelope entirely — repositioning access, or getting the utility to sleeve or de-energize the span before the crew arrives. Two deaths on one ladder is also the grim argument for why the 2027 edition pushes harder on job safety planning: the hazard was fully visible from the parking lot before anyone climbed.

The pattern across all four: not one victim was doing exotic work. A planned control upgrade. Siding from a scaffold. A bucket truck at working height. A ladder against a church. Three of the four dead were not electricians at all — which is exactly what the national 70% figure predicts. The 2027 edition's changes — job safety planning, the additional-person requirement, tightened host/contractor duties — are aimed at these ordinary moments.
04Maryland licensing: the new statewide structure
Maryland rebuilt its electrician licensing in 2021. The Maryland Electricians Act (SB 762, effective July 1, 2021) renamed the State Board of Master Electricians the State Board of Electricians and created, for the first time, statewide master, journeyperson, and apprentice licenses — replacing the old patchwork in which the state licensed only masters and each county ran its own journeyman rules. Local governments lost the authority to license electricians (they may still issue registrations), and by July 1, 2022 anyone providing electrical services needed the state license; a county card alone stopped being enough. Three facts matter for your electrical safety program:

The licensing gap is the single most misunderstood point I encounter in Maryland classes. A State Board license certifies competence in installation per the NEC. MOSH's "qualified person" concept — and 70E's — requires demonstrated training on the hazards of the specific tasks and equipment: shock hazards, arc flash hazards, boundaries, PPE, and the skills to distinguish live parts and verify de-energization. A master electrician's license does not make someone a qualified person under 70E, and the transition to statewide licensing changed nothing about that.
05Industry by industry: where 70E does the work in Maryland
Port of Baltimore and logistics (Baltimore, Sparrows Point)
The Port of Baltimore is one of the busiest ro-ro and container ports on the East Coast, and the old Sparrows Point steel mill site — now the Tradepoint Atlantic logistics campus — has become one of the largest industrial redevelopment projects in the country, dense with warehouse power, conveyor and crane systems, and new distribution buildings. Electrically, the port area is defined by a jurisdictional seam: longshoring and shipyard employment stay under federal OSHA even inside this state-plan state, while the warehouses, terminals, and maintenance shops around them answer to MOSH. Crane and shore-power systems, container handling equipment, and refrigerated-container (reefer) plugging put non-electricians into daily contact with energized equipment. If your crews cross between vessel work and landside work, your program must map which agency and which rule set applies to each task — and your written 70E-based program is the constant across both. Data centers (Frederick County and the I-270 corridor)
Northern Virginia's data center market — the world's largest — is spilling across the Potomac, and Frederick County has become Maryland's landing zone, with utility-scale campuses under development and construction. That means Maryland is about to inherit Virginia's electrical safety problem set: commissioning seams where construction rules hand off to general industry rules, UPS and switchgear testing under uptime pressure, and contractor-heavy critical-environment teams. Biotech, pharma, and healthcare (I-270 corridor, Baltimore)
The I-270 corridor from Bethesda through Rockville and Gaithersburg to Frederick hosts one of the nation's densest life-sciences clusters, and Baltimore adds two major academic medical systems. These facilities share an electrical profile: continuous-operation loads that resist shutdown — cleanrooms, cold storage, vivariums, imaging suites, and patient care areas — plus standby generation and transfer equipment that must be maintained energized-adjacent. The pressure to work equipment hot "because the freezer farm can't ride through" is exactly the justification Article 130 forces into a documented, signed energized work permit — infeasibility must be demonstrated, not asserted. Utilities and storm restoration (BGE, Pepco, Delmarva Power)
Maryland's distribution grid is run largely by three Exelon utilities — BGE, Pepco, and Delmarva Power — plus municipal and cooperative systems, and the state's storm exposure (summer convection, tropical remnants, ice) makes restoration surges a way of life. Utility T&D work runs under 1910.269 rather than 70E's core scope, but the boundary between "utility work" and "premises work" is a live question for every utility contractor, mutual-aid crew, and municipal system — and restoration pressure is precisely where procedural shortcuts happen. Poultry processing and food manufacturing (Eastern Shore)
The Delmarva Peninsula is one of America's great poultry regions, and the Eastern Shore's processing plants run the hardest version of the manufacturing problem: wet washdown environments, ammonia refrigeration, overnight sanitation shifts, and lean maintenance crews. Water and 480V motor control gear share the same rooms; sanitation contractors work nights around equipment they didn't install; and a one-electrician night shift cannot lawfully execute an energized work permit that specifies PPE once the 2027 additional-person requirement applies. Federal facilities: the enclave problem (NIH, NSA/Fort Meade, Aberdeen, Andrews)
Maryland hosts an extraordinary concentration of federal ground — NIH in Bethesda, NSA and Fort Meade, Aberdeen Proving Ground, Joint Base Andrews, and dozens more. On those properties, MOSH generally does not enforce: federal employees answer to federal agency safety programs, and private-sector contractors working on federal properties fall under federal OSHA, not the state plan. For Maryland contractors, that means the enforcement agency can change when the truck passes the gate — but your 70E obligations don't. Build one program to the 2027 edition, document host/contract coordination at every federal site (agency facility offices are host employers too), and train supervisors to know which agency has jurisdiction where they're standing.
Public sector (cities, counties, school districts, state agencies)
Unlike the federal-OSHA states, Maryland's public employers are fully covered by MOSH — the Westover prison case above was investigated exactly like a private-sector fatality. That's the good news. The bad news is that public-sector electrical work — school maintenance shops, wastewater plants, correctional facilities, transit — tends to run on aging gear, thin staffing, and institutional habits. 06How the 2027 edition lands in Maryland
Every change in the 2027 Implementation Guide applies here, but four hit Maryland employers with particular force:
- The additional-person requirement multiplies across Eastern Shore overnight sanitation shifts, lean hospital and lab facilities teams, and data center commissioning crews. Staffing plans, not just permits, have to change.

07Maryland employer compliance checklist
- Map every site to its enforcement agency — MOSH for most private and all state/local public work, federal OSHA for maritime, military bases, and work on federal properties — and note any 1910.269 utility tasks
- Put your written Electrical Safety Program against the 2027 edition — or if you don't have one, build one now
- Separate "State Board licensed" from "70E qualified" in your training matrix — and confirm no one is still relying on a legacy county-only credential
- Extend awareness-level training to non-electrical workers: roofers, siding crews, telecom techs, grounds crews, and anyone using ladders, scaffolds, or elevated equipment near overhead lines — that's who dies in Maryland's cases
- Deliver training in the language your crews actually speak — for much of Maryland's construction workforce that means Spanish-language delivery capability is a program requirement, not an accommodation
- Audit host/contract employer documentation everywhere your people work on someone else's site — federal campuses and port terminals especially — two-way, in writing
- Model the additional-person requirement against your actual shift rosters — night sanitation, hospital facilities, remote solar — before the 2027 adoption date
