Who enforces electrical safety in Missouri, what OSHA actually cites here, what happened in real Missouri electrocution cases, why the state's patchwork licensing system leaves the qualification question entirely on employers — and how the 2027 edition lands in aerospace, automotive, agriculture, food processing, and the Kansas City data center boom.
01Who enforces electrical safety in Missouri
Missouri is a federal OSHA state for private-sector workplaces — there is no Missouri state OSHA plan. Workplace electrical safety is enforced directly by federal OSHA through its area offices, applying 29 CFR 1910 Subpart S (1910.331–.335), 1910.137 (electrical protective equipment), 1910.147 (lockout/tagout), 1910.269 (electric power generation, transmission, and distribution), and 1926 Subpart K for construction — with NFPA 70E as the recognized method of compliance for safe work practices.
Federal OSHA operates two area offices in Missouri — Kansas City and St. Louis — both under Region 7, which is headquartered in Kansas City and covers Missouri, Kansas, Nebraska, and Iowa. Two offices for a state this size means inspection resources are thin relative to the workplace count: OSHA in Missouri is overwhelmingly reactive, arriving after a fatality, a hospitalization report, or a complaint. If your program's quality depends on an inspector catching problems first, you effectively have no program.
Three consequences of the federal-OSHA arrangement that Missouri employers routinely get wrong:
- "70E isn't law" doesn't protect you. OSHA cites the electrical work practice standards in Subpart S and uses NFPA 70E as evidence of what a reasonable employer would have done — both for specific standards and under the General Duty Clause (Section 5(a)(1)). When an incident occurs and your program doesn't hold up against 70E, that gap becomes the citation narrative. Region 7 has said this in its own words: after four electrocutions in Missouri and Kansas in a five-month stretch of 2021, the region put out a release urging employers to emphasize electrical safety — and noted it had investigated a dozen electrical deaths in the two states in under three years.
- Public-sector workers have no OSHA coverage at all. Because Missouri has no state plan, employees of Missouri cities, counties, school districts, and state agencies are not covered by OSHA. A municipal electrician in Springfield, a school district maintenance tech in St. Louis County, a state facilities worker in Jefferson City — none of them has an enforceable federal electrical safety standard behind them. A written, 70E-based electrical safety program is the only layer of protection those workers get. If you run EHS for a Missouri public entity, your program isn't paperwork; it's the whole system.
- Repeat violations follow you across state lines. Region 7's four states are treated as one enforcement landscape by multi-site employers' citation histories. The US Engineering case below is the textbook version: a technician electrocuted in Wichita, Kansas in 2021, citations paid — then a nearly identical death in Kansas City, Missouri thirteen months later, and the second round came back with repeat classifications and penalties approaching $200,000. One weak program, two states, two families.
02Missouri by the numbers
Missouri's raw fatality count looks moderate next to Texas or California, but the mix matters more than the total: manufacturing, construction, agriculture, transportation, and utilities are all heavily represented here, and nationally, the utility industry (0.75 deaths per 100,000 workers) and construction (0.73) carry electrical fatality rates roughly seven times the all-occupation rate of 0.11. Electricians as an occupation sit at 2.89 per 100,000 — twenty-six times the average worker's risk (ESFI analysis of BLS data, 2011–2024). Missouri's 2023 CFOI data recorded 21 deaths from exposure to harmful substances or environments, the category that includes electricity, with three deaths specifically attributed to electricity exposure.
Two more national findings that should shape a Missouri program:
- 70% of workplace electrical fatalities happen to non-electrical workers — laborers, farm workers, HVAC mechanics, grounds crews, equipment operators. Three of the four Missouri cases below prove the point: an HVAC apprentice, a welder, and a farmhand with a pressure washer. If your 70E training only reaches your electricians, it's missing most of the people who die from electricity.
- Hispanic and Latino workers carry a disproportionate share of electrical fatalities (0.18 per 100,000 vs. 0.10 for white non-Hispanic workers, per ESFI). Missouri's construction, food processing, and agricultural workforces include substantial Spanish-speaking crews. If your training isn't delivered effectively in the language your crews actually speak, it isn't delivered.
BLS publishes Missouri fatality counts by major event category; the "exposure to harmful substances or environments" category (21 Missouri deaths in 2023) includes electricity along with heat, drugs, and chemical exposures — the electricity-specific subcount was 3 in 2023. 03Real Missouri cases: what the citations say
Abstract risk doesn't change behavior — cases do. These are real, recent Missouri incidents, drawn from OSHA enforcement records and news coverage. Each one maps to a specific NFPA 70E requirement that, followed, would likely have changed the outcome. I use cases like these in class because every one of them started as an ordinary work order on an ordinary day.
Apprentice electrocuted servicing a chiller that was never de-energized — US Engineering Services
A fourth-year apprentice HVAC technician employed by US Engineering Services was fatally electrocuted on August 24, 2022 while servicing a chiller unit at a Kansas City charter school. OSHA's investigation found the equipment had not been de-energized, lockout/tagout procedures were not in place, no hazard assessment had determined the PPE the task required, and a damaged extension cord was in use at the site. OSHA issued three serious and two repeat violations totaling $197,642 — repeat, because the same company had been cited for the same failures after another of its technicians was electrocuted on a rooftop HVAC unit in Wichita, Kansas, just thirteen months earlier.
this is Article 120 front to back — establish an electrically safe work condition before servicing, with 120.6's verification steps, and the LOTO program 1910.147 demands — plus 130.5's arc flash risk assessment driving PPE selection that never happened. But the repeat classification is the real lesson: after the first fatality, the fix was procedural discipline across every crew, not a settlement check. An electrical safety program that doesn't change after a death isn't a program; it's a liability file.

Welder electrocuted disassembling a live 480-volt cord — Homeyer Precision Manufacturing
A 43-year-old welder died at Homeyer Precision Manufacturing's Marthasville machine shop, west of St. Louis, while disassembling an energized 480-volt flexible cord. OSHA's investigation produced eleven serious violations and one other-than-serious — a program-wide indictment: no training on electrical safe work practices, inadequate energy isolation procedures, no lockout/tagout training or certification, missing PPE, no insulated tools, plus machine guarding failures. Proposed penalties totaled $59,000. Note the job title: a welder, not an electrician — nobody had ever defined him as inside the electrical safety program, so there was nothing between him and 480 volts.
110.4's training requirement exists precisely for this worker — anyone exposed to electrical hazards, not just electricians. A 480V flexible cord feeding shop equipment is energized work until Article 120's steps prove otherwise, and 130.7's PPE and insulated tool requirements assume someone first recognized the task as electrical work at all. Eleven serious violations means the gap wasn't one bad decision; it was the absence of a written Electrical Safety Program.
Electrical contractor electrocuted replacing light fixtures
A 40-year-old electrical contractor was electrocuted on October 4, 2021 while replacing light fixtures in Sedalia — the incident that prompted OSHA Region 7's unusual public warning after four electrocutions in Missouri and Kansas in five months. Lighting swaps are the definitional "routine task": high frequency, low perceived risk, and a strong temptation to work the circuit hot because de-energizing means finding the right breaker, testing, and walking back. That is exactly the task profile where verification discipline erodes first.
120.6's verification sequence — locate all sources, open them, apply locks, and test before touch, every conductor, every time — plus 130.2's rule that energized work is only permitted with justification, a permit under 130.3, and the assessments in 130.4 and 130.5 behind it. "It's just a light fixture" is not a justification the standard recognizes. Farm worker, 22, electrocuted pressure-washing a hog barn
A 22-year-old worker died on September 23, 2021 while cleaning a pig barn with a pressure washer in Higbee, in rural Randolph County — one of the same four deaths in Region 7's warning. Water, aging farm wiring, and a conductive wand in a metal-clad building is a lethal combination that appears in the national data year after year, and agriculture is the sector least likely to have anyone on site who has ever heard of NFPA 70E. The victims are disproportionately young: workers with the least training and the least standing to question how the job is set up.
this worker was never going to hold an energized work permit — which is the point. The 70% statistic lives here: awareness-level training under 110.4 for every worker exposed to electrical hazards, GFCI protection for wet-location equipment, and an inspection habit that treats damaged wiring and missing covers as stop-work conditions. Missouri's co-ops, grain handlers, and livestock operations should read this case as their own.

The pattern across all four: not one of these was an exotic failure. A chiller nobody locked out. A 480V cord nobody treated as live. A light fixture on a hot circuit. A pressure washer in a barn with bad wiring. The 2027 edition's changes — job safety planning, the additional-person requirement, tightened host/contractor duties — are aimed at exactly these ordinary moments.
04Licensing in Missouri: a patchwork, and what it means for you
Missouri does not require an electrician's license statewide. What the state offers instead is a voluntary statewide electrical contractor license, created by RSMo 324.900–324.945 and administered by the Office of Statewide Electrical Contractors under the Division of Professional Registration, accepting applications since July 2019. Everything else — journeyman and master licensing, exams, continuing education, and even which edition of the NEC applies — is decided county by county and city by city. St. Louis County, Kansas City, and Springfield each run their own systems, and in some rural jurisdictions no license is required at all.

The licensing gap is the single most misunderstood point I encounter in Missouri classes — and here it's wider than almost anywhere. Even in the metro jurisdictions that do license, the exam certifies installation competence per the NEC. OSHA's "qualified person" concept — and 70E's — requires demonstrated training on the hazards of the specific tasks and equipment: shock hazards, arc flash hazards, boundaries, PPE, and the skills to distinguish live parts and verify de-energization. A journeyman card from St. Louis County does not make someone a qualified person under 70E — and in the half of the state where no card exists at all, employers who assume "he's been doing this twenty years" equals "qualified" are building their citation narrative in advance.
05Industry by industry: where 70E does the work in Missouri
Aerospace, defense, and automotive manufacturing (St. Louis, Wentzville, Claycomo)
Missouri builds fighter jets and full-size trucks. Boeing's defense operations at St. Louis Lambert, GM's Wentzville assembly plant, and Ford's Kansas City Assembly Plant in Claycomo anchor a supplier network that runs the length of I-70. Electrically, these are classic heavy-manufacturing environments: large motor loads, aging MCCs in older buildings, robotic cells with multiple energy sources, and production pressure that makes "just work it hot" a nightly temptation. The 2027 additional-person requirement meets its hardest test on a lean night shift — a one-electrician crew cannot lawfully execute an energized work permit that specifies PPE, and that decision belongs in your program now, not at 2 a.m. in front of a down line. Food, beverage, and chemicals (St. Louis, Springfield, statewide)
Anheuser-Busch's flagship St. Louis brewery, Bayer's crop science operations in the St. Louis suburbs, and food processors across the state share an electrical risk profile defined by washdown environments: water, corrosion, and energized equipment in daily proximity. Wet locations degrade insulation and multiply shock consequences — the same physics that killed the farm worker in the Higbee case. Sanitation crews, who touch this equipment most, are almost never inside the electrical safety training population. They should be, at awareness level, under 110.4 — and your GFCI and cord-inspection programs deserve the same rigor as your LOTO audits.
Agriculture and grain handling (statewide)
Missouri runs on farms, co-ops, river terminals, and grain elevators — and agriculture is the state's most exposed sector: aging wiring in metal buildings, portable augers and irrigation pipe moved near overhead lines, bin dryers and conveyors maintained by whoever is available. Overhead line contact is the single largest killer in workplace electrical safety (49% of all U.S. electrical fatalities), and a raised auger is exactly the elevated-equipment scenario behind that number — Article 130.9's overhead line provisions and awareness training for every seasonal hand apply here. Data centers (Kansas City metro)
The Kansas City metro has become a genuine data center market — Meta's campus in the KC Northland is the headline project, with more hyperscale and colocation capacity following the region's cheap power and fiber. The construction phase is a host/contract-employer stress test: hundreds of contractors around progressively energized switchgear as buildings move from 1926 Subpart K to 1910 Subpart S. Once operating, the risk profile becomes the US Engineering case in different clothing — inspection and testing on UPS and distribution gear under uptime pressure, performed by contractors, on equipment nobody wants to de-energize. Utilities and energy (Ameren, Evergy, co-ops, and the solar buildout)
Ameren Missouri serves the eastern half of the state — including the Callaway nuclear plant — and Evergy serves the Kansas City region, with municipal utilities and rural electric cooperatives covering the rest. Transmission and distribution work falls under 29 CFR 1910.269 rather than 70E's core scope, but every utility and utility contractor lives on the jurisdictional boundary: substation work, premises wiring at generation sites, and meter-base work all raise the "which rule set applies" question, and your workers must be able to answer it in the field. Note also that municipal utility workers, like all Missouri public employees, sit outside OSHA's jurisdiction entirely — their employer's program is the only standard in play. Public sector (cities, counties, school districts, state agencies)
As covered in Section 1: no OSHA coverage, no state plan, no enforcement backstop. Missouri public entities that adopt NFPA 70E by policy give their electricians and maintenance staff the same protection private-sector workers get — and those that don't leave the gap entirely open. The US Engineering fatality happened at a school; the apprentice who died was a contractor's employee and therefore OSHA-covered, but the district's own maintenance staff working the same mechanical rooms have no federal standard behind them at all. If you administer safety for a Missouri municipality or district, adopting a written, 70E-based electrical safety program is the single highest-leverage step available to you.

06How the 2027 edition lands in Missouri
Every change in the 2027 Implementation Guide applies here, but four hit Missouri employers with particular force:
- The additional-person requirement multiplies across Missouri's lean night-shift plants, rural grain facilities, and one-technician service calls. A solo electrician on an energized task requiring a permit and PPE is no longer a compliant plan — staffing models, not just permits, have to change.

07Missouri employer compliance checklist
- Confirm which OSHA area office — Kansas City or St. Louis — covers each of your Missouri sites, and whether any operations touch 1910.269 utility work
- Put your written Electrical Safety Program against the 2027 edition — or if you don't have one, build one now
- Separate "locally licensed" from "70E qualified" in your training matrix — and in jurisdictions with no licensing at all, document your own qualification determinations for every worker who interacts with energized equipment
- Extend awareness-level training to non-electrical workers: welders, HVAC techs, sanitation crews, farm hands, and anyone using elevated equipment near overhead lines — three of the four cases above were non-electricians
- Deliver training in the language your crews actually speak — for Missouri's construction, processing, and ag workforces that means Spanish-language delivery capability
- Audit host/contract employer documentation at every site where contractors touch electrical equipment — two-way, in writing; if a contractor dies on your equipment, your coordination file is the first thing OSHA reads
- Model the additional-person requirement against your actual shift rosters, service routes, and remote sites before the 2027 adoption date
- For public entities: adopt 70E by policy and fund the program — no one else is coming
