Who enforces electrical safety in Oklahoma — including the state PEOSH program most employers have never heard of — what happened in real Oklahoma electrocution cases, what CIB licensing actually requires, and how the 2027 edition lands in oil & gas, wind, aviation maintenance, and the rest of the state's economy.
01Who enforces electrical safety in Oklahoma
Oklahoma is a federal OSHA state for the private sector — there is no OSHA-approved Oklahoma state plan. Private-sector workplace electrical safety is enforced directly by federal OSHA, applying 29 CFR 1910 Subpart S (1910.331–.335), 1910.137 (electrical protective equipment), 1910.147 (lockout/tagout), 1910.269 (electric power generation, transmission, and distribution), and 1926 Subpart K for construction — with NFPA 70E as the recognized method of compliance for safe electrical work practices.
Federal OSHA covers the entire state from a single Oklahoma City Area Office, under Region 6 (Dallas). One office for a state with active drilling basins, one of the world's largest crude oil storage hubs, and one of the country's biggest aviation maintenance bases tells you something about inspection density: OSHA gets to Oklahoma worksites mostly after something has gone wrong.
Where Oklahoma differs from most federal-OSHA states is the public sector. Oklahoma runs its own Public Employees Occupational Safety and Health (PEOSH) program through the Oklahoma Department of Labor, covering state agencies, cities, counties, and public schools. Oklahoma is one of only a handful of states that manages public-sector safety enforcement itself without operating a federally approved state plan — PEOSH investigates workplace fatalities, events that sicken or hospitalize five or more employees, high-rate employers, and employee complaints, and it provides consultation to public employers. Three consequences of this arrangement that Oklahoma employers routinely get wrong:
- "70E isn't law" doesn't protect you. OSHA cites the electrical work practice standards in Subpart S and uses NFPA 70E as evidence of what a reasonable employer would have done — both for specific standards and under the General Duty Clause (Section 5(a)(1)). When an incident occurs and your program doesn't hold up against 70E, that gap becomes the citation narrative.
- Public employees have a state backstop — but don't confuse it with a full OSHA program. A municipal utility electrician in Broken Arrow or a school district maintenance tech in Enid answers to PEOSH, not federal OSHA. That's more protection than public workers get in Texas — but PEOSH is a small program without federal-plan oversight, and its practical reach is thinner than an OSHA area office's. For Oklahoma public entities, a written, 70E-based electrical safety program is still the substance; PEOSH is the audit that finds out whether you have one.
- Repeat multipliers follow you across sites. Oklahoma employers with multiple locations — oilfield service companies, utility contractors, co-ops with a dozen elevator sites — can see a citation at one location become a "repeat" at another, with penalties multiplied. One weak site program can price the whole company into six figures.
02Oklahoma by the numbers
Seventy-three deaths in a workforce Oklahoma's size is not a good year — and the industry mix explains why. Oil and gas extraction, construction, agriculture, and utilities are all overrepresented in Oklahoma, and three of those four carry electrical fatality rates far above the all-industry average. Nationally, the utility industry (0.75 deaths per 100,000 workers) and construction (0.73) have electrical fatality rates roughly seven times the all-occupation rate of 0.11 — and electricians as an occupation sit at 2.89 per 100,000, twenty-six times the average worker's risk (ESFI analysis of BLS data, 2011–2024).
Two more national findings that should shape an Oklahoma program:
- 70% of workplace electrical fatalities happen to non-electrical workers — laborers, roustabouts, grain handlers, tree trimmers, equipment operators. Look at the Oklahoma cases in the next section: an oilfield laborer, a cable installer, a tree trimmer, an apprentice. If your 70E training only reaches your licensed electricians, it's missing most of the people who actually die from electricity here.
- Hispanic and Latino workers carry a disproportionate share of electrical fatalities (0.18 per 100,000 vs. 0.10 for white non-Hispanic workers, per ESFI). Oklahoma's construction and tree care workforces include large Spanish-speaking crews. If your training isn't delivered effectively in Spanish, it isn't delivered.
BLS publishes Oklahoma fatality counts by major event category; the "exposure to harmful substances or environments" category (9 Oklahoma deaths in 2024) includes electricity along with heat, drugs, and chemical exposures. 03Real Oklahoma cases: what the citations say
Abstract risk doesn't change behavior — cases do. These are real, recent Oklahoma incidents, drawn from OSHA's fatality investigation records for the Oklahoma City Area Office. Each one maps to a specific NFPA 70E requirement that, followed, would likely have changed the outcome. I use cases like these in class because every one of them started as an ordinary work order on an ordinary day.
Cable installer electrocuted after his meter read zero volts — Coxcom, LLC
Two telecommunications repair installers for Coxcom, LLC were investigating an unmarked cable at a residential site on South Maplewood Avenue in Tulsa. One tested the wire with a meter, got a reading of zero volts, and cut into the outer jacket — where his tool contacted the energized conductor inside. He was electrocuted; his 36-year-old coworker suffered hand burns attempting a rescue. OSHA cited the company under 1910.332 (training), 1910.333 (selection and use of work practices), and two items of 1910.335 (safeguards and PPE), proposing $35,469 in penalties.
a zero-volt reading is only as good as the instrument, its rating, and the person interpreting it — which is why 110.6 governs test instrument use and 120.6's verification steps require testing the tester on a known source before and after. Add 130.4's shock risk assessment for unidentified conductors, and the second lesson: an untrained rescue attempt nearly made this a double fatality. Apprentice electrocuted on a 5kV airfield lighting circuit — Libra Electric Company
A 37-year-old electricians' apprentice working for Libra Electric Company was servicing taxiway lighting between the runways at Tulsa's Riverside airport. He cleared the contacts of a tester, began isolation work, and did not perform a second test to confirm the 5kV series lighting circuit was dead before separating connectors. He contacted a live connector end and was electrocuted. OSHA cited violations of 1926.416 (protection of employees) and 1926.417 (lockout and tagging of circuits), with $32,814 initially proposed and $19,688 assessed after informal settlement.
120.6's verification sequence — test every conductor, every time, at the point of work, immediately before contact — exists because "I tested earlier" is not a state of the circuit; it's a memory. Airfield series lighting circuits are constant-current systems that stay lethal in ways premises-wiring intuition doesn't predict. And under 110.4, an apprentice is by definition still becoming a qualified person: the supervision structure is part of the safety system, not a paperwork formality.

Lineworker electrocuted transferring energized lines to a new pole — OG&E grid project
A 25-year-old employee of contractor Res System 3 LLC was transferring existing energized power lines from an old utility pole to a new one on an OG&E project in Sulphur when he contacted an energized line and was electrocuted. Pole change-outs on live circuits are among the highest-exposure tasks in distribution work — and Oklahoma's endless storm-hardening and rebuild cycle (tornadoes, ice storms) means contractor crews are doing them constantly, often far from direct utility supervision.
utility transmission and distribution work falls under 29 CFR 1910.269 rather than 70E's core scope — but every utility contractor whose crews also touch customer-side equipment needs a program that defines which rule set applies to which task, and workers who can answer that question in the field. Either way, the fundamentals converge: minimum approach distances, insulate-or-isolate, and a job briefing that treats an energized transfer as the high-risk task it is. Oilfield worker electrocuted climbing out of a mud tank — Zoom Energy Services, LLC
At 12:30 a.m. on a drilling services site near Pauls Valley, a 24-year-old laborer was exiting a mud tank through a port hole on the tank's lower side. When his hands touched the ground, he was electrocuted. He wasn't doing electrical work — the site's electrical installation was doing it to him. OSHA's inspection produced 14 citation items, including permit-required confined space violations (1910.146) and electrical wiring-methods and safe-use violations (1910.305, 1910.334), with $26,710 initially proposed and $7,000 assessed after informal settlement.
faulted, poorly maintained equipment turns the entire site into the exposed conductor — which is why 70E's Chapter 2 maintenance requirements and Article 110's electrical safety program duties reach temporary oilfield power, generator skids, and rig wiring, not just switchgear rooms. A 12:30 a.m. task, a laborer job title, a "non-electrical" activity: this case is the national 70%-are-non-electrical-workers statistic wearing Oklahoma boots.

Tree trimmer electrocuted contacting power lines while climbing down — Wolfe Tree Services LLC
A 37-year-old tree service worker had finished trimming and was preparing to climb down when he contacted nearby energized power lines on South Utica Avenue in Tulsa and was electrocuted. OSHA cited the employer under 1910.132 for failing to provide appropriate PPE and failing to perform a PPE hazard assessment — $3,547 in penalties, the kind of number that reflects a very small employer, not a small loss. Tree care appears in the national electrical fatality data year after year: often small companies, often no formal electrical training at all.
130.9's overhead-line precautions and the approach boundaries that keep unqualified persons away from energized conductors — plus the definitional point that "line-clearance qualified" is a specific, trained status, not something that comes with a chainsaw. If you hire tree contractors at an Oklahoma facility or run vegetation management for a co-op, their electrical awareness training is part of your host-employer duty under 110.5.

The pattern across all five: not one of these was an exotic failure. A meter that said zero. A second test nobody performed. A live transfer on a routine pole change-out. A tank that should never have been energized. A climb down through the same lines the crew had worked around all morning. The 2027 edition's changes — job safety planning, the additional-person requirement, tightened host/contractor duties — are aimed at exactly these ordinary moments.
04CIB licensing and what it requires
Oklahoma licenses electricians at the state level through the Construction Industries Board (CIB) — electrical apprentice, journeyman, and electrical contractor classifications. Three facts matter for your electrical safety program:

The licensing gap is the single most misunderstood point I encounter in Oklahoma classes. A CIB journeyman card certifies competence in installation per the NEC. OSHA's "qualified person" concept — and 70E's — requires demonstrated training on the hazards of the specific tasks and equipment: shock hazards, arc flash hazards, boundaries, PPE, and the skills to distinguish live parts and verify de-energization. The Libra Electric case above involved a registered apprentice on a licensed contractor's crew — the license structure was intact, and the verification practice wasn't. A license does not make someone a qualified person under 70E, and OSHA has cited employers who assumed it did.
05Industry by industry: where 70E does the work in Oklahoma
Oil & gas: Cushing, the Anadarko Basin, and the service companies
Cushing — the self-described "Pipeline Crossroads of the World" — is the delivery point for NYMEX WTI crude futures and one of the largest crude storage hubs on earth: tank farms, pump stations, and metering skids that all run on electricity in classified locations where an arc is an ignition source, not just a burn hazard. West and southwest of it, the Anadarko Basin's SCOOP and STACK plays keep drilling and completion crews working around temporary power, generator skids, and rig wiring — the exact environment that killed the Zoom Energy worker at Pauls Valley. Oilfield electrical work is defined by contractor layering (operator → drilling contractor → service companies), which puts Article 110's host/contract employer duties at the center of compliance, and by maintenance conditions that make Chapter 2 a life-safety chapter rather than a reliability nicety. Wind and storage (western Oklahoma and the Panhandle)

American Airlines' Tulsa maintenance base is one of the largest commercial aviation MRO operations in the world, and Tinker Air Force Base outside Oklahoma City — the state's largest single-site employer — anchors a sprawling ecosystem of aerospace suppliers and depot-level maintenance contractors. MRO electrical exposure is easy to underestimate: ground power units, 400 Hz converters, aircraft dc and battery systems, hangar bus drops, and test benches — plus airfield systems like the 5kV series lighting circuit that killed the apprentice in the Libra Electric case. Federal civilian and military facilities follow their own safety programs, but every private contractor working on or around those sites answers to OSHA — and the multi-employer hangar floor is host/contract coordination territory under Article 110. Data centers (Pryor and the growth corridor)
Google has been building at the MidAmerica Industrial Park in Pryor since 2007, and continued expansion there — along with new hyperscale announcements chasing Oklahoma's cheap wind power — is turning northeast Oklahoma into a genuine data center market. The failure mode is the same one documented at other states' facilities: inspection and testing work on UPS and distribution gear under uptime pressure, performed by contractors, on equipment nobody wanted to de-energize. Goodyear's Lawton plant is one of the largest tire factories in North America — heavy motor loads, curing presses, and around-the-clock shifts — and Ardmore's decades-old Michelin operation has been part of the same story NEEDS SME REVIEW Michelin announced the Ardmore plant's wind-down; confirm current operating status before publication. Across the rest of the state, food processing and machinery plants run on aging MCCs and lean night-shift maintenance — the exact conditions where the 2027 additional-person rule meets its hardest test, because a one-electrician night shift cannot lawfully execute an energized work permit that specifies PPE. Oklahoma sits in the heart of tornado alley and takes regular ice-storm hits, so OG&E, PSO, and the state's electric cooperatives run a near-permanent cycle of storm restoration and grid hardening — heavily staffed by contractors, as the Res System 3 case shows, and periodically surged by mutual-aid crews from out of state. Restoration is where procedural discipline is under maximum pressure: energized transfers, unfamiliar circuits, visiting crews on someone else's system. Utilities live under 1910.269, but every crew that also touches customer-side or facility equipment needs the 70E/.269 boundary defined in writing — and mutual-aid onboarding is a host-employer information exchange whether anyone calls it that or not. Public sector (cities, counties, school districts, state agencies)
As covered in Section 1, Oklahoma's public employees are outside federal OSHA but inside the state's own PEOSH program under the Department of Labor — which investigates fatalities and complaints at public employers. That's a real backstop Texas public workers don't have, but it doesn't write your program for you: a municipal water plant, county road shop, or school district maintenance department still needs a written, 70E-based electrical safety program as the substance behind PEOSH's oversight. Public entities that adopt 70E by policy give their electricians and maintenance staff the same protection private-sector workers get; those that don't are betting on the thinnest enforcement layer in the state.

06How the 2027 edition lands in Oklahoma
Every change in the 2027 Implementation Guide applies here, but four hit Oklahoma employers with particular force:

07Oklahoma employer compliance checklist
