NFPA 70E Compliance in Wyoming

Who enforces electrical safety in Wyoming, what the state's own OSHA program actually cites, what happened in real Wyoming electrocution cases, what the State Fire Marshal's licenses require — and why the 2027 edition's staffing rules hit the least-populated state harder than anywhere else.

01Who enforces electrical safety in Wyoming

Wyoming is a full OSHA state-plan state. Workplace safety is enforced by Wyoming OSHA, a division of the Wyoming Department of Workforce Services, headquartered in Cheyenne — not by federal OSHA. The plan dates to 1974 and was certified in 1980, and it covers both the private sector and state and local government employees. Wyoming adopts the federal standards — 29 CFR 1910 Subpart S (1910.331–.335), 1910.137 (electrical protective equipment), 1910.147 (lockout/tagout), 1910.269 (electric power generation, transmission, and distribution), and 1926 Subpart K for construction — essentially verbatim, on a statutory clock that requires adoption within six months of federal promulgation. NFPA 70E remains what it is everywhere: the recognized method of compliance for the safe work practices those standards demand.

Three features of the Wyoming arrangement that employers routinely get wrong:

  • Public-sector workers ARE covered here. This is the mirror image of federal-OSHA states like Texas. A town water plant operator in Lander, a school district maintenance electrician in Gillette, a state facilities crew in Cheyenne — all inspectable by Wyoming OSHA, and all owed the same electrical safe work practices as private-sector workers. If you run safety for a Wyoming municipality, county, or district, an incident brings a state compliance officer to your door just as it would to a drilling contractor's.
  • Wyoming writes its own rules where federal OSHA has none — most notably state-specific standards for oil and gas drilling and servicing operations, a category Wyoming OSHA created because the federal books were silent. If your crews work rigs, you're subject to rules a federal-state contractor has never read. Electrically, the federal-identical standards still control — and 70E is still the evidence of what a reasonable employer would have done, both under Subpart S and under the General Duty Clause.
  • Know which agency actually walks your site. Wyoming's flagship industries sit under a patchwork: MSHA — not Wyoming OSHA — has jurisdiction inside the Powder River Basin coal mines and the Green River trona mines; railroad operations answer to the FRA; and federal enclaves like Yellowstone stay federal. A contractor maintenance electrician can cross from a Wyoming OSHA site into an MSHA mine in the same work week. Your program has to hold up under whichever inspector arrives — which is exactly why building it on 70E, rather than on any one agency's citation list, is the durable strategy.

Wyoming's absolute fatality counts look small next to Texas's — and its fatality rate is the worst in the country, year after year. The reason is industry mix: mining, oil and gas, agriculture, transportation, and utilities dominate a workforce of under 300,000, and nearly all of those sectors carry electrical fatality rates far above average. Nationally, the utility industry (0.75 deaths per 100,000 workers) and construction (0.73) run roughly seven times the all-occupation electrical fatality rate of 0.11 — and electricians as an occupation sit at 2.89 per 100,000, twenty-six times the average worker's risk (ESFI analysis of BLS data, 2011–2024).

Two more findings that should shape a Wyoming program specifically:

  • 70% of workplace electrical fatalities happen to non-electrical workers — rig hands, ranch hands, equipment operators, roustabouts, grounds crews. Every Wyoming case in the next section proves the point: not one victim was an electrician. If your 70E training only reaches licensed electricians, it misses nearly everyone who actually dies from electricity here.
  • Distance is a hazard multiplier. In most states, the question after an arc flash is which trauma center. In Wyoming, it can be whether help arrives inside the golden hour at all — a well pad in Campbell County or a wind site in Carbon County may be an hour-plus from definitive care. That reality raises the stakes on Article 110's emergency response training requirements (CPR, AED, contact release) and is the strongest practical argument I know for the 2027 additional-person rule: the second worker is the rescue plan.

03Real Wyoming cases: what the citations say

Wyoming is a small state, and its incidents rarely make national news — but they're in the enforcement record, and they map to 70E requirements with uncomfortable precision. These are real Wyoming cases drawn from Wyoming OSHA's investigation files. Notice what they have in common: nobody involved was an electrician, and nobody thought of the task as electrical work.

Kinnear (Fremont County) May 2018 Fatality $43,802 initial penalties

Ranch worker electrocuted at a 480-volt irrigation pivot control box — Triangle X Ranch

A 56-year-old ranch employee was working on an energized center-pivot irrigation system when he contacted the 480-volt control box that operates a boost pump, and was electrocuted. Wyoming OSHA's inspection produced seven citations — six serious — including the core electrical work practice standards: 1910.332 (training), 1910.333 (selection and use of work practices), and 1910.335 (electrical PPE). Initial penalties of $43,802 settled to $19,671. Irrigation systems are one of agriculture's deadliest electrical exposures: 480 volts, wet ground, corroded enclosures, and workers who have never been told they're doing electrical work.

this is Article 120 in its plainest form — de-energize and lock out the pivot's supply before working on it — plus 110.4's training requirement for the people the citation list says were never trained. A ranch hand troubleshooting a pump is doing electrical work whether anyone calls it that or not. Wyoming agriculture put nine workers in the ground in 2023; the fix here costs a lock, a tester, and an afternoon of training.

Douglas (Converse County) January 2020 Hospitalization Oil & gas services

Oilfield worker shocked hand-to-feet at 12:45 a.m. — stray voltage at a well site

A 33-year-old employee of RP Services, LLC, working an overnight shift at a Converse County oil and gas site, received an electrical shock that entered his right hand and exited through both feet — while urinating outdoors, in the dark, in the middle of the night. He was hospitalized. Wyoming OSHA cited the employer under 1910.332(b)(2) — electrical safety training — and, tellingly, under the sanitation standard for the missing toilet facilities that put him next to energized equipment in the first place. Initial penalties totaled $12,565 before informal settlement. NEEDS SME REVIEW citations were modified in settlement; confirm final disposition language before publication.

faulted equipment energizing surfaces nobody thinks of as electrical is exactly what 130.4's shock risk assessment exists to find, and 110.4's awareness-level training is what lets a non-electrical worker recognize the warning signs before the third occurrence instead of after. The setting is the real lesson: a lone worker, at night, an hour from help. Under the 2027 edition's staffing logic, "who would even find him?" is a program question, not a philosophical one.

Gillette (Powder River Basin) October 2021 Severe burns — hands and face Oilfield maintenance

Flash explosion in a pump house — a broken bulb ignites accumulated fumes

A 34-year-old employee of Oilfield Repair, LLC entered a pump house and plugged in a light cord. The halogen bulb broke, and the resulting electrical arc ignited fumes of undetermined origin that had accumulated inside the enclosed building. The flash explosion burned both of his hands and his face, and he was hospitalized. Wyoming OSHA's investigation keywords tell the story — electric arc flash, electrical burn, toxic fumes — and the case closed with a single other-than-serious citation and a $2,000 penalty.

in an enclosed structure where flammable vapors can accumulate, an ordinary arc — a broken bulb, an opened disconnect, a plugged-in cord cap — becomes an ignition source. That's 130.8's other-precautions territory, and it's why hazardous-location discipline belongs in oilfield electrical programs, not just refinery ones. Note the injury pattern too: both hands and the face. Kaycee (Johnson County) February 2008 Fatality 9 citations, $13,000

Rig hand electrocuted when a well-servicing mast contacted an overhead line

A rig hand for Mister Well Service, Inc. was rigging up to service a well near Kaycee when a coworker raised the rig mast into an overhead power distribution line. The contact energized the rig — and the sand line the employee was holding. He died at the scene despite CPR. Wyoming OSHA issued nine citations (eight serious) totaling $13,000, and the state published a fatal accident alert on the incident. This case is older than the others, and I keep it in the Wyoming set deliberately: mast-up power line contact is the signature Wyoming oilfield electrocution, and the mechanism hasn't changed since 2008 — only the rig counts have.

130.9 governs work near overhead lines — survey the pad for lines before the mast goes up, maintain minimum approach distances, and treat everything mechanically connected to the rig as energized the moment contact is possible. Nationally, 49% of electrical fatalities are overhead line contacts, and the victim is almost never the person operating the equipment. The pre-job briefing that walks the site and calls out the line is the whole control.

The pattern across all four: no electricians, no exotic equipment, no warning. A pivot control box, a well pad at midnight, a light cord in a pump house, a mast under a distribution line. Wyoming's electrical fatalities happen to workers outside the "electrical" population, at sites far from help. The 2027 edition's changes — job safety planning, the additional-person requirement, host/contractor coordination — are aimed at precisely these moments.

04State Fire Marshal licensing and what it requires

Wyoming licenses electricians at the state level through the Electrical Board under the State Fire Marshal's Office (Department of Fire Prevention and Electrical Safety) — apprentice, journeyman, master, low-voltage/limited technician, and electrical contractor classifications. Journeymen need 8,000 on-the-job hours plus classroom instruction and an exam; masters need 16,000 hours including four years as a licensed journeyman. Two facts matter for your electrical safety program:

The licensing gap matters less in Wyoming than the coverage gap. In most states my classes are full of licensed electricians who were never made 70E-qualified — that problem exists here too. But look again at the cases above: ranch hands, rig hands, oilfield mechanics. Wyoming's electrical casualties are overwhelmingly people who will never hold an Electrical Board license and were never inside anyone's training population. OSHA's "qualified person" concept — and 70E's — is task-based: trained on the specific hazards, able to identify energized parts, able to verify de-energization. In Wyoming, the more urgent program question is the inverse: who on your roster is unqualified, and have they been given even awareness-level training for the energized equipment their ordinary work puts them next to?

05Industry by industry: where 70E does the work in Wyoming

Oil and gas (Powder River, Green River, and Wind River basins)

Wyoming's oil and gas fields are defined by distance: scattered well pads, compressor stations, and processing skids across counties bigger than some eastern states, worked by small crews and lone operators — often at night, as three of the four cases above show. Electrically that means faulted equipment that stays faulted until someone gets hurt, generator and line-power interfaces, enclosed pump and meter houses where vapors meet arcs, and overhead distribution lines crossing pads where masts and cranes go up. Wyoming OSHA's own state-specific drilling and servicing rules add a layer federal-state contractors have never seen. The program answers: awareness training for every hand on the pad, pre-job briefings that survey for overhead lines every rig-up, and staffing plans that stop treating the lone worker as the default. Coal and trona mining (Powder River Basin, Green River)

The Powder River Basin is the largest coal-producing region in the country, and the Green River Basin sits atop the world's largest known trona deposit — the source of most of America's soda ash. Inside the mine gate, MSHA has jurisdiction, with its own electrical rules and examiners. But every one of these operations also runs load-out facilities, processing and refining plants, shops, and contractor interfaces where Wyoming OSHA and MSHA jurisdiction meet — and the unit trains that haul the product answer to the FRA. Electricians and contractors who cross those boundaries need one coherent set of work practices, not three partial ones; a 70E-based program travels across the jurisdictional line even when the citation authority changes. Wind and transmission (Carbon County and the southern tier)

Wyoming has some of the best onshore wind resource in North America, and the buildout in Carbon County and along the southern tier — multi-gigawatt projects plus major new interstate transmission — is bringing thousands of construction and O&M workers to some of the most remote, wind-hammered sites in the country. A turbine is a vertical electrical room: collector systems, converters, and cabinets serviced by two-person crews (or, historically, one) hours from a hospital. The 2027 edition's dedicated solar article, its treatment of energy storage, and above all the additional-person requirement rewrite remote-site staffing math — a lone technician on an energized task is no longer a compliant plan, in a state where lone technicians have been the business model. Data centers (Cheyenne)

Cheyenne has quietly become a serious data center market — Microsoft has operated and is expanding campuses there, Meta has announced a Cheyenne facility, and still-larger projects have broken ground. For electrical safety, hyperscale construction and operation means the same failure mode everywhere: inspection and testing on UPS, switchgear, and distribution under uptime pressure, performed by layers of contractors, on equipment nobody wants to de-energize. The host/contract employer duties of Article 110 carry most of the weight on these sites, and the 2027 additional-person requirement lands hard on lean critical-facilities teams — especially in a labor market as thin as Wyoming's. Rural electric co-ops and utilities (statewide)

Wyoming's rural electric cooperatives serve some of the largest territories with the smallest crews in the nation — a handful of linemen covering thousands of square miles of line, plus the substations, shops, and premises-side equipment where NFPA 70E, not 1910.269, governs the work. For these employers the 2027 additional-person requirement is close to existential: when the whole outfit is six field employees, an energized task that now requires a second qualified person can consume a third of the workforce. The answer isn't to ignore the rule — it's to plan for it now: define which tasks genuinely require energized work, engineer and schedule the rest to de-energize, formalize mutual-aid and shared-crew arrangements with neighboring co-ops, and put the second person into the budget cycle before the adoption date does it for you. Public sector (cities, towns, counties, school districts, state agencies)

Unlike federal-OSHA states, Wyoming's state plan covers public employees — the school district electrician in Casper and the town shop crew in Pinedale have enforceable safety standards behind them, and their employers face real citations. That's the good news. The gap is programmatic: small public entities rarely have a written electrical safety program, an arc flash study on their switchgear, or anyone tracking who's qualified. If you administer safety for a Wyoming public entity, you have both the legal exposure of a private employer and — usually — a fraction of the safety staff. 06How the 2027 edition lands in Wyoming

Every change in the 2027 Implementation Guide applies here, but four hit Wyoming employers with particular force:

  • The additional-person requirement hits Wyoming harder than any state in the country. Lone workers are the operating model across the oil patch, the wind fleet, and co-op line territories — and a rule that requires a second person for energized work specifying PPE forces staffing, scheduling, and mutual-aid decisions that need to start now, not at adoption.
  • Host/contract employer coordination — Cheyenne's data center construction, wind EPC projects, and every drilling and servicing contract run on layered contractors. The 2027 edition tightens the two-way documentation duty: if you can't produce the hazard information exchange in writing, you don't have one.
  • The new solar article (380) — utility-scale solar is joining Wyoming's wind portfolio, and PV's can't-turn-it-off hazard profile plus battery storage additions bring Articles 380 and 360 to sites staffed by the same thin O&M crews.

07Wyoming employer compliance checklist

  • Confirm your jurisdiction map: Wyoming OSHA, MSHA, or FRA for each site and task — and verify whether Wyoming's state-specific oil and gas rules apply to your operations
  • Put your written Electrical Safety Program against the 2027 edition — or if you don't have one, build one now
  • Separate "Electrical Board licensed" from "70E qualified" in your training matrix — and define your unqualified population deliberately: rig hands, ranch hands, operators, and drivers who work near energized equipment
  • Extend awareness-level training to every crew that raises masts, booms, or ladders — overhead line contact is the signature Wyoming electrocution
  • Audit lone-worker tasks against the 2027 additional-person requirement — identify every energized task currently performed solo, and re-engineer, reschedule, or restaff it
  • Build emergency response into every remote job plan: CPR/AED training, contact-release methods, GPS coordinates for dispatch, and realistic EMS timelines
  • Audit host/contract employer documentation at every site where contractors touch electrical equipment — two-way, in writing
  • For co-ops and small utilities: formalize mutual-aid and shared-crew arrangements now so the second qualified person exists before the 2027 adoption date
